Singapore’s Housing and Development Board (HDB) has unveiled over 9,100 Build-To-Order (BTO) flats in its October 2025 sales exercise, featuring the very first flats in the Mount Pleasant and Berlayar estates. The launch spans 10 projects across Ang Mo Kio, Bedok, Bishan, Bukit Merah, Jurong East, Sengkang, Toa Payoh, and Yishun.
Highlights of the October BTO Launch
Berlayar’s inaugural project, Berlayar Residences, stands out with a 14% subsidy clawback, the highest seen for BTO flats to date. The clawback requires flat owners to repay a percentage of the resale or valuation price, whichever is higher, reflecting the extra subsidies provided. These flats also carry a 10-year minimum occupation period (MOP). By comparison, Prime flats in the July sales exercise had clawbacks ranging from 11 to 12%.
Other Prime projects in this exercise include Mount Pleasant Crest in Toa Payoh and Redhill Peaks in Bukit Merah, both with a 12% subsidy clawback, while Bishan Terraces has a 10% clawback.
Pricing and Waiting Times
Berlayar Residences will offer 870 units comprising two-room flexi, three-room, and four-room flats located between Telok Blangah and Labrador Park MRT stations. Waiting time is estimated at four years and eight months. Prices (without grants) range from:
- $218,000–$369,000 for two-room flexi flats
- $420,000–$562,000 for three-room units
- $578,000–$788,000 for four-room units
The new blocks will rise between 19 and 46 storeys, with one block allocated for rental flats.
Mount Pleasant Crest in Toa Payoh offers 1,350 units of two-room flexi, three-room, and four-room flats, along with 270 public rental flats. Waiting time is four years and 11 months, with prices (without grants) from:
- $209,000–$373,000 for two-room flexi flats
- $411,000–$552,000 for three-room units
- $558,000–$787,000 for four-room units
Buyers of three- and four-room flats can also choose “white flats”, featuring open concept layouts without partition walls.
Only Oak Ville @ AMK in this exercise falls under the Plus classification, with a 7% subsidy clawback and 10-year MOP. The five Standard projects—Ping Yi Court, Teban Heights, Fernvale Plains, Chencharu Grove, and Yishun Glade—have no clawback and a five-year MOP.
Family Care Scheme and Shorter Waiting Times
Minister for National Development Chee Hong Tat highlighted that this is the first BTO exercise where parents and children, regardless of marital status, can jointly apply for two flats in the same project under the Family Care Scheme (Joint Balloting), allowing families to live closer together.
Additionally, more than a third of the flats in this launch have shorter waiting times of under three years, including Ping Yi Court, Fernvale Plains, Yishun Glade, and Chencharu Grove.
Applications are open via the HDB Portal until 11.59pm on October 22. The next BTO exercise in February 2026 is expected to offer around 4,600 flats in Bukit Merah, Sembawang, Tampines, and Toa Payoh, alongside about 3,000 balance flats.
